Enabled PBO and set a -100mv offset and 102 on the black... and I got this..

4.5ghz 1.38v

That's really good though. X470 is not crappy at all. 3000mhz ram is too slow for zen 2. You need 3600 minimum so you can match the average highest stable infinity fabric speed for the generation which is 1800mhz.
Ah not the chipset just the board I have,
Gigabyte Aorus gaming 5 WiFi. Has really bad vrm and all around power delivery.
I got the 3000mhz ram up to 3300mhz..
 
That's pretty good. Pretty similar to good chip in 3900x.
 
Nice! Can't even get 4400 on this 3700X, and PBO barely does anything.
 
I’d sit tight now thru Jan 1 for ram.
If x570 prime boards are anywhere around $100-130 I’d consider a buy.
 
Looks good ,multi scores are too low for 4500Mhz,now time to have fun and beat this ,my chip actually not a winner but some volts I can bench 4650Mhz cinebench and play games.

Ram does not matter in Cinebench,anyway your CPU is fine and no need to do anything with your Ram.Just enjoy gaming and whatever else you do with your CPU, if you have no problems with that BLCK overclock.
Please do not worry about Cinebench20 unless you actually are using Cinema 4D's 3D modeling, animation, motion graphic as an artist or whatever you call people who do that stuff,Cinebench is not important metric for a CPU.

But what about these other settings in the AMD overclocking panel?
Anything to adjust off of auto to give any benefit?
 
I don't know about not mattering. My 3700x at 4.25 all core gets a multi of 5124 to 5158 depending on which way the wind is blowing that day. A 300 MHz deficit should reflect more than 40 pts difference.

The ram I'm using is at 3733, so I'd wager that's making at least some difference.
