This will be a novice question because I am not experienced working with hardware. I attached as many details as I could. Just purchased a brand new ROSEWILL Gaming 80 Plus Gold 1200W Power Supply for my 4 GPU mining rig. I plugged it in with 0 cards to start and everything started up fine. Shut off the power with a screwdriver and the PSU switch, plugged in 4 GPUs and it had trouble booting saying "BI initializeLibrary failed 0xc00000bb" on black window. Shut everything off again, unplugged a single graphics card (3 still plugged in) and it started up no problem. I then installed a power switch which made the computer reboot sporadically. I detached the power switch to stop it from rebooting. Soon after, the board was lit up, but the CPU fan would not spin or the PSU fan. I removed the PSU and did the "paperclip test" with an external fan attached via molex connector. The first time I did the test, the PSU fan turned on and the external fan started spinning for a few seconds and then stopped. I turned off the PSU and turned it back on to try again and this time the PSU did not do anything. When I plug the PSU back into the board, the lights turn on, but no fans spin and nothing boots up. Is my PSU dead? Is my motherboard failing? Is my PSU not strong enough? Am I shorting something? Please help.

Probably the screwdriver for 4'ish seconds across the two pin on/off header on the board? One can do that to turn the system off right? Although if there is a PSU on/off switch that would be all one needs to do.

Which GPU boards? What CPU? Have you added the power requirements of each? Very possible that trying to start 4 mining level GPU boards + a CPU + HD and other attached stuff is simply too much for the PS. Also possible you are overloading one of the rails or voltage outputs even if the total draw is below the PS rating. Since it started with 3 installed, suspect either 4 draws too much power or the 4th board/slot is bad.

Yup. I never use a screwdriver, I have a bunch of yanked out power switch cables from dead boxes that I use on a testbench. I feel a lot safer and more comfortable.
board lit up (has power) but will not turn on (no cpu or psu fan spin) indicates a motherboard issue many times. Could also be PSU, but my money is on motherboard for this one. Could even be CPU really. Time to break out a spare rig and start testing parts. Without all the GPUs....
The paperclip test can be dangerous as it forces the PSU on, even if there is a short on the 12v line for example. But the fact that you got fan spin with the paperclip the first time but it wouldnt turn on otherwise, my bet is you either shorted the wrong pins on the mobo to turn it on, or that motherboard is dead, dead, dead.
