Fastest Card that: Needs Only PCIe-Power & Fan(s) Stop at No Load

The fastest graohics card exhibiting:

1. No Need for External Power (i.e., Requires Only PCIe-Power)

2. Fan(s) that Do Not Spin when GPU Load is Low



... is being sought - your responses are appreciated.
 
1050ti. Just check product pages to make sure the one you look at has fan stop.
 
It appears that GTX 1060 - or the AMD equivalent - performance is not available in 2018 given the PCIe-only and fans-off-at-no-load requirements. Is this understanding correct?

correct. anything higher is asking too much of the pcie slot. they can only provide 75w.

i had a couple of these back when i was mining crypto. be aware that every single one of them either had massive amounts of coil whine or fans that made a horrible buzzing/grinding noise. just fyi.
