interesting enough that was actually a issue with fiji chips. some hbm stacks were larger then others whitch made it very difficult to make an effective heatsink.

You can see it more clearly in the profile shot. As said above it's probably to keep the surface as level as possible for good mating to a heatsink.

Yah, but the drivers are apparently "limited" for some reason

Looks like they infilled with epoxy that almost exactly color matches the HBM stacks. Its also very level with the stacks and the GPU die so the cooling on this would be optimal

If it's a P100, that's pascal not Volta.
