Red Dragon Vega 56 Issue

I recently upgraded from a RX 580 8GB to a RX Vega 56 8GB. I have my gaming PC hooked up to a TCL 4 series 65" 4k TV via a Pioneer VSX-LX301 Elite receiver. Prior to switching from the 580 to the Vega, games played, just not great/good at 4k. Now that I switch, games are playing much better, but every so often I will get a black screen, like the video just cuts out. I still hear the audio, but no video. It's like a second or 2 that it happens. When the video comes back on the HDR icon flashes on the screen, so I don't know if it's switching in and out of HDR or what. I disabled HDR in windows, but it was still doing it. I haven't tried disabling it yet on the TV yet, but just seeing if anyone else has run into it. I have used the Driver Uninstaller program to remove all vestiges of the RX 580 and re-installed the same driver version and the latest driver version and there doesn't seem to be a change.
 
Try and connect it directly to the TV and or use a different HDMI cable.

This. Remove the receiver first, as you are introducing an entirely separate potential issue into the signal chain. If that makes no difference, try a different HDMI cable, and then try a new driver. I have seen some little issues with 18.9.1 that were not there with the 18.8.x series, but my use case is a bit unique compared to most since I mine 24/7 even while gaming on this box.

Sorta on topic, but does that receiver have a native pass through HDMI port that does not add any additional input latency? Unless you can disable ALL signal processing on that port I would be really worried about that since most TVs have a terrible input lag rating as it is. That is the one reason I have not moved to a 4K setup for light gaming, as the input lag makes me wanna puke in 10 minutes.
 
I'm not up to speed on all the ins and outs of HDMI cable but I do know the more information passing through the HDMI cable the more prone to errors you tend to be.

***this might have sounded way to obvious but I heard it is a real problem regarding HDMI cables.
 
I run video direct to my TV and audio separately via optical to to my SLS audio setup - works with no issues. Once you run video through another appliance you might be running into HDCP issues maybe?
