New NUC annoying issue can't fix...

So I got a NUC and installed Win 10. Updated windows and drivers. I am having a nagging issue, about every minute or so the screen goes black, I wouldn't say it's at the same time feels a bit random, but the screen will black out for about 2 seconds. I have messed with display settings, update display driver.

Heres my setup:
NUC over HDMI to Denon x1400 4k receiver, HDMI from there to Samsung 4K TV.

I will say that when I was setting up windows I did it in my room straight to the TV over HDMI and didn't notice a problem, now when going through the receiver I'm having this problem, no other device has this sort of problem hooked up to the Denon.

I have tried two different HDMI cables as well. Any ideas?
 
Update:
I plugged straight to the TV, same issue, seems to be worse at 4k, tried 1080p just to see what would happen.

I also installed MPC_HC (video player) and tried to play a standard 1080p MKV, I am getting the blank screen and static in the speakers. Could I have a flakey HDMI port? That would suck.
 
So it worked straight to the TV, then the problem started with the receiver, then it stopped working straight to the TV? With 2 different cables in the picture my first suspicion would be one of those cables is not up to snuff and in your second straight-to-the-TV test you used that cable rather than the other one that might have worked the first time.

Are both your HDMI cables rated for 4K 60hz 4:4:4? (18gbs).

PC HDMI outs to TV's can be problematic, especially with receivers in the mix. HDMI is a mess. You need to make sure all your video settings (color settings, bits, chroma, resolution, hertz, etc.) are all compatible with everything in the chain, first. (Cable, receiver, TV, etc.) Then once that is all sorted you can work on whether it is an issue with the NUC or something else not working to spec.
 
I know one of the cables is rated for 4k 60. Its the one I'm currently using but they both have problems. Yeah it also had issues straight to the tv I also had static when playing a video which is weird. I guess that could be a codec issue though.

I have used HTPC's for years, but admittedly this is my first time at 4K. My blu ray player and nvidia Shield have no issues with the current recevier and HDMI cables. I think I am going to reinstall windows just to start over. Hoping its a weird driver issue idk. Not wanting to return it.

Check your PC output settings, e.g. 8-bit, RGB full range vs. YCbCr 4:4:4, 60hz, etc.

I don't think you would need a full windows re-install, if there is a driver issue it would be the intel display drivers. I've never dealt with a faulty HDMI port but I suppose you could test that by trying the mini DP-out and seeing if that is also faulty. (NUC's have mini DP outs, right? My old one does and that is what I use.) I believe there are DP to HDMI converter cables.

Yeah I'll have to check those settings tonight. The other output is a usb-c that I guess is also DP. You can get an HDMI adapter for it I definitely don't have one.
 
Had a similar issue that turned out to be grounding issue on the outlet I used to drive the PC.

Double check the outlet is providing clean enough power. Ideally have TV + NUC into the same circuit to eliminate any ground differential.
 
Sorry I should have posted, it ended up being thew hdmi cables. Even though they were amazon basics that were supposed to be for 4k 60hz they weren't good enough. I replaced them with 4k certified cables from monoprice which are only like $4 and the issue is gone.
