Two PCs. Streaming Question How-to

I've scoured the internet, and to no avail..
I'm trying to use my current-gen gaming system and my last-gen gaming system to create a mullti-desktop streaming settup with or without my capture card. I've listed below my entire specs on both rigs as well as the "extras" I have purchased to mix them together to create this platform.

I would like to use gaming PC as main gaming rig with no loss of frames or stuttering/tearing
I would like to use the second PC to run all the necessary streaming broadcast software, microphone and both webcams to take load off the gaming PC
I would also like to record each stream locally and to Twitch (Service I will be broadcasting to, also other services known that can be mentioned are a plus)

My internet connection speed is 200Mbps down and 20MBps up (Spectrum, Central Ohio region)

So what's the question? There is a tutorial on the Twitch site that covers most of the basics - https://help.twitch.tv/customer/portal/articles/1988680-broadcasting-with-two-computers Otherwise you can go a bit deeper and use Voicemeeter banana to really control audio input/output. That will let you control if viewers hear your Discord chat or not.

The only other issue is if you have a high refresh main display you will have to tweak things a bit to minimize tearing on the 60hz capture card. Some people don't care though.

The twitch article covers all of your main points though so use that as a starting point and then run some test streams and recordings. Once you run a few streams you will know what problems you need help with specifically.

Otherwise set your CPU to handle the stream encoding and use the GPU for the recording encoding. Play with the presets until you find the best mix of quality vs resource consumption. A good stream bitrate to shoot for is 6 Mbps and recording around 40-50 Mbps.
