I dont need fancy features. I dont need hardened network security. All I really need is to be able to easily cycle POE power if a POE camera goes down and get basic stats on network or power usage. Everything else I can do through a hardware firewall. I also dont need a ton of ports, 1 uplink, 1 server, 1 ap and everything else is wireless. The rest of the open ports will be 2 cameras initially and possibly 2 or 3 more way down the line.

Right now, this looks like the cheapest managed switch with the best power output.

Does anyone know of a cheaper alternative?

I personally run the TP-LINK stuff. For cheap, that's pretty much the way to go.

+1 for Ubiquiti, however if you're not going full into the Unify platform I recommend the edgemax/tough switch instead that uses a webui/CLI for config rather than the unifi controller software.
The have a 5 port 60w for 85$, 8 port with 150w for 175, 8 port with 150w for 195 (with SFP)
The 8 port can do 24 or 48v passive poe, the 5 port can only do 24v I believe.

Not sure why you think the 3560 has no POE...
POE isn't POE+ if you need 15+ watts the POE is a no go (many ip cameras and alarm systems can use 24-25w).
Even some high end WAPs use more than that, my ubiquiti AC-HD has a 17w max.

Though I'm not sure the max usage OP's needs are.
