Nothing is truly waterproof if you want to get seriously technical about it, but most modern smartphones are water-resistant to various degrees, some more than others. They tend to claim being water-proof about as often as cellular carriers claim unlimited and it's just about as meaningful. :D

To add to what Tiberian said; salt water is a whole other beast too and and something that isn't part of the IP rating that these phones go through. It will destroy any metallic or electrical components MUCH faster than fresh water can and I've seen videos on Youtube show these water resistant phones die within a day of being submerged in salt water as well.
 
If this was an S9 it probably would of ran out of battery 3 minutes in the ocean.
