Netflix Stuttering Issue After Installing KB4088776 Cumulative Update

So after I installed KB4088776 I immediately noticed that Netflix has a stuttering issue when using Chrome or FireFox. I've only tried cleaning out everything in FF, but that's it. This happened to me once before, but it was more serious, but nothing breaking Windows 10, however after I upgraded from 1703 to 1709 and then updated my Nvidia driver to whatever the default was...don't remember, it would cause REALLY noticeable stuttering not only on Netflix, but also running any YouTube video and it affected all browsers. I even went back to the original driver with 1709 and it still did the same thing. Then I formatted and did a fresh install of 1709 and did the exact same thing, but I was using a slightly earlier OS Build that I don't remember, but I went back to 1703 until about a month and a half ago. Since then, it's been fine until the KB4088776 updated today, but this doesn't affect YT but affects Netflix on FF and Chrome, but not Edge??? Also, my original issue back with 1709 originally, it affected ALL video, local and streaming. This only affects Netflix and only on Chrome and FireFox. Local video is fine this time.

The KB4088776 cumulative update also included KB4088785 Adobe Flash Player Security Update. I wonder if the Adobe Flash security update in it is the cause or just the big update? It doesn't matter though as even when I use System Restore to go back before the update, it still does the same thing, just like when I updated from 1703 to 1709 or did a fresh install of 1709 with an earlier OS build. My current is 1709 OS Build 16299.309. Does anyone have any ideas as to what it may be?

I believe this is an issue with the GeForce driver that started with the 391s. Have you tried a 390 driver?

Yeah, I've tried every driver since whatever it was back in September of last year or October. I think it's a combo of the Nvidia drivers and Windows Fall Creator's Update 1709. I never had a problem with 1703 and below. The Spring Creator's Update was fine. I think it has to do with Windows 10 more than anything because everything was fine until that. Then MS fixed it and I can't freakin' believe it's starting again! It's mind blowing!!!

Sounds like the problem I was having. Nvidia driver plus the fall update are causing huge DPC latency. My sound would crackle and pop, videos would slow to a crawl and no games would be playable. I would restart and things would be good for a few hours, but then it would start to happen again. I reinstalled windows, changed motherboards, nothing seems to fix it. It's really starting to get on my nerves. I got this high powered system and it runs worse than a Pentium 4 running windows 10.

firefox and chrome use their own flash api so what ever windows updates for flash has no effect on either of those browsers. netflix, amazon, twitch, YT all use html5 instead of flash so doubt that's the issue.. to me it almost sounds like the update is forcing chrome/FF into low priority mode for some reason.

1709 once finally installed corrupted my sound and video driver making the sound not work at all and the computer freeze and need hard boot after about 15 minutes.

Reinstalled the same drivers from before and everything works fine.

How are you installing?

I tried many ways and the way that worked was to go through the 'let me pick' dialog and pick the driver where you can visibly confirm the date and signed logo before installing.

My system keeps bs copies that don't work in order to be confusing:

So, I haven't gotten around to uninstalling Chrome, but I think I'll have the same issue I had when I uninstalled FF, removed all registry entries...well with Wise Registry Cleaner, so not all, but I'm not gonna spend all day going over the Registry. Anyway, FF just did the same thing I did after I reinstalled it, so didn't bother with Chrome. It works in Edge, but I downloaded the Netflix app from the Windows store and it works just fine with that, so I'll just use the App and not worry about Chrome or FF, even though I prefer either for searching, which I can still do and then just play a show in the app. Nothing else is affected so I'm not going reinstall Windows to an earlier version since YT works fine along with everything else and local video is fine too. I did read that people had success with similar problems by uninstalling GeForce Experience. It didn't work for me, but GeForce Experience is just a pain anyway. Oh, one other thing I tried. I have Comodo Icedragon installed to and Netflix works fine there, which is weird because it's just a slimmed down FF. Anyway, I'd recommend if you can get at least one browser to work or the Netflix app, don't worry about it IF Netflix is the only problem you're having. Rolling back didn't help, so I just reinstalled the update and Netflix still works on the Netflix app, Edge, and Icedragon. Now, the first time I had this problem, it was affecting not only Netflix, but all video, local or otherwise including YT, so in that instance, I had to go back to an earlier version of Windows 10. I've found that 1703 is the highest version that remains unaffected. You can update it to just before it updates to 1709. That's if you're having the problems I originally had in the very beginning. I'm sure if I change my mobo, the problem would go away or kept the same mobo and changed my GPU, it would go away most likely.

No, I haven't tried that actually, so I'll give that a shot on FF now. OK, just tried it...unfortunately it didn't work. Gonna stick to what I've been doing. I still haven't tried Chrome yet, so it's possible uninstalling and doing a fresh install of Chrome might help, but I doubt it.

Do you mean through Task Manager looking at the processes of Chrome? Well, you were partially right! One of my Chrome processes as actually set to low priority. I changed it, but I still had the small stutter. It's not real bad like it originally was the very first time I had this issue and some people wouldn't even care and some might not notice, but I do. Damn, I was going to use Snagit to capture a few seconds of a video to show you guys, but it was too choppy. Anyone have a recomendation of recording any video from Netflix? It's not my intention of Copyright Infringement, I just want to show you what I'm talking about. Just around 5 to 10 seconds would do great. You notice most when they are side scrolling horizontially, from left to right or righ to left....doesn't matter, but you can really see it there!

Thanks for the suggestion. The next time I do a fresh install of Windows, I'll try it that way. The thing that doesn't make sense though is it did this AFTER an update. Now, logic dictates when something goes wrong with...well...anything....you look at what you (as in me or anyone else) did different than other days or if something else was done differently and that almost always leads to the answer. When you apply this logic to computers, this still applies even though it may seem like it doesn't, but sometimes I think there is a change that might have happened that we're not aware of like say your PSU starts dying, but it's in the very early stages and so your computer seemingly works fine, but then PSU errors cause the strangest problems because they can be so misleading.

Now, after saying all of that, when I had my original problem and Installed 1709 (it was an earlier build though), the driver that was packaged with it had no problems at all and everything worked beautifully. Then, if I updated the driver, all the video playback streaming or local was all screwed up. You'd think if you simply uninstalled the Nvidia driver and reinstalled it back to the original one with that earlier build of 1709 (sorry, don't remember which OS build) the problem would go away, but no it didn't. I even tried formatting....actually I just removed the whole friggin' partition and then did another fresh install and did the same thing, but this time after I updated the driver and it would screw up, I rolled back...same problem. Now THAT makes absolutely no sense, but I'm sure the problem is there, it's just undetectable or rather was. This problem isn't nearly as bad and I can live with the workarounds. =) Thanks guys for the help!

Well replacing my GPU is not really a choice. I have a 980 but it's not going to work for 4k gaming. It's just stupid that it isn't really the hardware that is causing the problems, but stupid drivers. This is 2018 and we are still having stupid issues with drivers. Nvidia has been building chips and writing drivers for over twenty years and we are still having these stupid issues. How can one driver work really well and the next break tons of things? I know it's not all Nvidia's fault. Microsoft is to blame too, but still.
