i5 8400 with 1070 or i5 8600k with 580 ?

I don't think the core i5 4570 will bottleneck a GTX1070.

I'm running a GTX1070 with a Core i5 3330 and it runs great even at 4K in older games.

If I were you, I'd get the GTX 1070 first. Then if you feel the CPU is a bottleneck then you can upgrade it.
isnt nvidia gonna launch new product on ces 2018 in january ?
 
thing is that; the 1070 available here like gigabyte aorus or zotac amp; their price is so close to the zotac 1070ti mini; its like 15 dollar difference. so with either pricy 1070/1070ti i cant afford a 144hz monitor but that 24 inch 1440p monitor. if i get a less pricy 1070; i may get the 144hz 1080p panel but local shops are bad and i am worried i may not find a cheap 1070 like gigabyte g1 or asus dual x.....

I highly recommend against getting any 1440p monitor that is smaller than 27 inches.

It's the same problem with people using 4k monitors smaller than 40 inches.

Having super high PPI for PC simply wastes compute power to render what you cannot fully see.

A 23.8 inch 1440p monitor has the same PPI as a 17.85 inch 1080p monitor.

for 1080p 60Hz i believe your i5 4570 does not need an upgrade, unless you plan live stream your gaming sessions.
You will not be CPU limited at 1080p 60hz in most games.
So your entire budget can be diverted toward GPU and storage. RAID 0 SSDs still pack quite a punch, M2 is great, but not as good for gaming as a brand new GPU.
Now if you start talking about going 2560x1440/3440x1440 ULMB monitors, future proof options are outside your budget.

I would consider keeping your build and looking toward a 34x14 100Hz freesync monitor + vega 64 upgrade. maybe squeeze a raid 0 SSD as well. 34x14 freesyncs offer great value right now.
 
I'll take a more powerful GPU and less powerful CPU 100% of the time. Every game will run better with a better GPU but not every game will give a good boost to having a better CPU. If it was between an I5 and an I3 or I5 and an I7 then maybe but two different I5's won't be a big enough difference, not like going from an RX 580 to a 1070.

vega 64 is pricy here; out of my budget. i am thinking of getting a 144hz 1080p model with 1070ti and hope my old cpu does good. not really interested in ssds now.

10XX cards are deep into their lifecycle, but you're not going to see a new card in a month.
 
Been very pleased with my rx580....and YeA the extra vram is nice!

I'm happy with my RX 580 as well but I won't pretend it's superior to a GTX 1070. The 1070 has 8GB of VRAM anyway so there is no VRAM difference between the two. I'm thinking you may have thought the OP said 1060.

i dont know; thats why i am asking. it will be too painful if i spend a fortune on 1070 now and they announce 1160/2060 to make it obsolete in a month... perhaps that wont happen. they just launched 1070ti; they have everything to counter amd at every resolution or price point.

By now its very likely that nvidia will skip volta for gaming and go straight to Watt (as it seems volta was basically refined pascal + AI + half precision/double precision stuff). So unless AMD stikes back with NAVI, we may not see a next generation nvidia gaming card until late 2018.

If you're that worried, seriously just buy a 1060 already for the 2nd time..

Listen to all the voices of reason. Get the 1070 and be done with it. I just went from a 290 to 1070ti with 2500k @ 4.2ghz and I am blown away. I game at 1440p and it runs everything I throw at. I would even say don't waste money on more ram. With ram prices they way they are it be silly on an aging platform. Wait till you can Do a full refresh and carry over the 1070
