I was given a Stealth Video NVR-IP-64S4k DVR system from my IT friend at a former employer we worked for since they upgraded the system they have there. Its only 2 years old and supports 8 drives and at least 25 cameras from what I remember.

I need suggestions for some good, relatively inexpensive IP based cameras that I could get for it. The cheapest I have found so far start at $150 each and I would need to get 10 of them to cover everything I want to.

My best advice is to look for used cameras, I have seen decent IP cameras around craigslist for 50 or less

Get Hikvision DS-2CD2185FWD-I
I have the non 4k version of it and they work really well. If i need more I will buy the 4k version

I haven't plugged the unit in yet. It doesn't any drives but I have a few laying around that I could put into it and try to log in.

Assuming you are going to install wired cameras, simply get yourself a proper edge firewall device, and make sure that neither the DVR device or cameras are allowed ANY access to or from the outside world. Most folks have crap for edge security.

Hkvision stuff is pretty nice. I had to install some at one of our businesses last year. Solid and great value for the price.

Just be sure to MAKE SURE they don't have any Internet access whatsoever, and isolated on a different vlan, or better yet, physical lan. IoT attacks are a big thing these days.
