It looks like you guys were right when you said this would immediately be used for porn. Apparently these Wi-Fi kiosks are popular with the homeless, and other people taking advantage of the free internet all day long. Imagine that.

The Wi-Fi kiosks were designed to replace phone booths and allow users to consult maps, maybe check the weather or charge their phones. But they have also attracted people who linger for hours, sometimes drinking and doing drugs and, sometimes, boldly watching pornography on the sidewalks. Now, yielding to complaints, the operators of the kiosks, LinkNYC network, are shutting off their internet browsers.

why not just lock the system down. Block porn, block movies and music, allow access to maps and a few other apps or sites (which ever it uses) and that is it.

Sense would be not having them in the first place when just about everyone has a phone capable of checking where they are and if your data usage is used up that's your tough as problem... maybe next time you'll stop watching youtube videos instead of saving some overhead for stuff like this. And for grandmas that don't have phones, good chance a kiosk is too difficult for them too (ever see old people at a self-check lane?)
