Windows 10 updates different for Pro and Home Prem?

I was doing some work on parents' PCs and noticed the Quick Access/Win+X menu on their Home Premium Windows 10 PCs was skinned/themed. "Odd" I thought, since mine on my Win 10 Pro desktop machine was not (regular gray menu color).

I checked my build number (installed from scratch from MS RTM ISO from their site a few months back) and it's at 10240. My parent's PCs were at a higher build number (can't recall off hand, but it was higher).
I also checked to see if they had somehow signed up for Insider preview builds... and negative.

So now I'm puzzled - are there different updates being pushed to Pro and Home Premium users of Windows 10? I can confirm that updates are being installed regularly and issue free on my desktop and I've not selected "Defer Upgrades" in the Win update settings.
 
Your parents have win 10 threshold 2, which was released in late October. You can update your's by going to windows update. One of the changes was colored title bars.
 
That was what I had figured as well... but since my copy Windows 10 seems to update quite chummily on its own but doesn't want to upgrade to new builds, I posed the above question.

In the last 1 hour I've installed a pending Flash update, rebooted, and installed an AV Win Defender update. Every time I check after, I get "Your device is up to date."

So there's something screwy here in it allowing update patches to the current build, but won't upgrade to a newer build (threshold 2 in this case).

I'm assuming it's a glitch of some sort... I mean, with all the Win 10 teething issues, what's one more, right?
 
Yeah, the change you're referring to in the power menu was in the Threshold 2 Version 1511 build released in early November to the general public. All of the context menus on the task bar and Start Menu are now a dark theme. The context menus on tray icons in the task bar and desktop are still the classic grey. The consistency in these menus has been something that Microsoft has received tons of complaints about and they still aren't there as for whatever the context menus are not using common code.

If you run "winver" from the Start Menu by typing it, what does it report. The most current version is Version 1511 (OS Build 10586.36). If you're running something lower then you don't have the most recent update.

I remembered that I had checked "defer upgrades" a while ago, but it has been unchecked for some time now (at least the past week while I've been looking into this non-upgrading issue).

My new conclusion is that the servers or the local win update client still think upgrades need to be deferred although it is no longer configured in the settings as such.
 
That setting won't instantly change the behavior. Try it a couple of hours or tomorrow. It should eventually start the update.
 
Just download the updater from the MS website. It will upgrade manually and you will be on the latest build.
