Good server for INTERNET STREAMING of video

My desktop has all my tv series and movies on it, and when I'm on the road I like to be able to watch them when I have nothing to do...

What is the best option for Streaming from a w7 destop to either a Windows-7 laptop or an Android device? (specifically Galaxy Note2 and Galaxy note 10.1)

I've been fighting with plex for some time (randomly I can log into my server but streaming never happens, 99.9% of the time I just get an empty screen and "refresh" doesnt help, and all settings are correct and server runs beautifully on local network) so I'm about ready to drop it (annoying since I paid for a lifetime plexpass)

Honestly, to date the only program I've ever gotten ti work properly was Air Video, but last I checked it's apple-only, so...

If the server can also stream locally and let me bounce to a Chromecast that's all the better!

Any suggestions?
 
have you made sure to set the port correctly in your router on plex? Ive had that going for a year now with zero issues after I set the port and tested within the plex server page
 
Another recommendation for plex. Just make sure you have the ports setup right. Biggest issue I have found is the server not being detected and it failing to resume after pausing video.
 
Plex would be your best bet if the server running plex has enough CPU power to do trans-coding in real time.
 
NOTE: I just found out that *sometime* Plex crashed and never removed the tray icon, so that could be part of the problem... (after restart tested local streaming and it works fine, like always, will test remote streaming again tomorrow since I get almost no data reception at home)

Also, as long as I'm running the latest Plex for PlexPass app should it matter what version of Android I'm on? (assuming not since local streaming works) I havn't updated to the latest version due to the fear of losing Root (and everything else still works so "dont fix something that's not broken").

AFAIK it's set right (green checkboxes on the server side), and both my android devices managed to connect to it *once* (neither would stream and subsequently all I get now is an empty screen)

I've had Plex for about a year as well, and managed to get it to work wonderfully with a bunch of assorted routers. (ERL, Untangle, IpFire, PFSense, you name it....)

I have it set as best I can very minimal settings... sadly router is also the modem and I cant change it out thanks to the ISP...

Quad-core i7 (virtual octocore) at 3.8ghz with 16gb of Ram and Nvidea 660 . For once in my life specs are good :)
