Ok so I am about to start up on my new build, and I wanted to get the best fans for my rads that I could. I have read all of the reviews on the fans and just wanted a little more insight from the community as to which fans to choose from. My radiators are..

I have pretty much narrowed my fan choice down to a hand full of fans. Ideally I wanted to buy what I can off of newegg as It would be the most convenient but I can order from anywhere. Other fan choices I may have missed would be welcomed also. I would like to keep them quiet but idc about some noise (im currently running Scythe Ultra Kazes full out through some rads on a folding machine so the noise wont kill me but I just feel like being a little quieter on this build).

Scythe GT AP-15
Noiseblocker (not sure which would be best so an input on these would be nice)
Cougar fans that I have heard some good things about.

Any other suggestions would be appreciated. I would like to keep the colors to more "standard" colors as I dont feell like painting the fans lol. Noctuas are out of the question with there color schemes.

What do you mean by best?

The best fans in terms of air flow would be something like a Delta 5200rpm fan thats shifts 240 CFM

Those are 20fpi rads, you'd be doing yourself a favor by getting Gentle Typhoon AP-45's or AP-15's

Corsair SP120's also are a great choice, you want something with good static pressure as well as CFM for high FPI rads

Lower FPI rads (XSPC RX series, Alphacool UT Rads) you can sacrifice some static pressure for more CFM

Noiseblocker fans aren't great. They're popular because they're damn near silent but they're not the greatest (or even average) for radiators.

Akasa Apache Black are good also

Noiseblocker Eloop are "OK", but not in a pull configuration, as the fan blades will hit your radiator

If you want to save some money, pick up some XSPC Xinruilian 1650RPM fans at FrozenCPU, they outperform Gentle Typhoon AP-15's but are a little louder (and aren't nearly as fancy looking). They're also sleeve bearing, so you might want to oil the reservoir behind the label when you get them

Not sure if people still like to recommend Noctua fans but I love my quiet NF-12 pwm fans I have on my h100i.

If you want only the whoosh of air, get some nice squirrel cage fans... even a single one with ducting will push more air through than regular fans due to the nice high static pressure of squirrel cage fans.

I know the noctuas are good but I can't stand their color schemes. There are other great fans with bearable colors. Like the AP 15s and YLs. Where would I even find AP 45s? I've looked on frozencpu, amazon and can't find them. Ill go to fleabay and look if I have to. Those were my first choice as ill be putting them all on a lamptron FC5v3 controller.

The ideal choice of fan is the gentle typhoon AP-13, but the only problem is you can't buy them anymore. The next best option, and IMO the fan of choice for many people in the future is the cougar vortex 1200 rpm fan.

The AP14 and AP15 are too loud at base 12v levels and lots of people find they have a bad unique sound when undervolted.

The cougar vortex PWM is another option, but its louder than an AP15 when its running full throttle.

I read a review on Newegg that these fans are not good for rads. They push a lot of air but not enough static pressure. Is this correct? I want to purchase fans that are OK as case fans but will be great for rads when I go water cooling. I understand that sleeve fans are not good when mounted horizontally as in a top mounted rad. Is this correct?

I got some cougar vortex 12HB versions (non pwm) and they are dead silent and push quite a bit of air through the rads. I would go with them if you are still deciding

EDIT: I think they aren't meant to face down. I have two up top pushing air through a rad and hear no noises from them. I have 8 in total 6 push/pull on a 360 and 2push on a 240 anf none make any noises.

Thanks for your comment. Do you mean the fans have to push air upwards to remain silent when mounted horizontally on a rad?

That's what I have heard. If I get a chance ill turn mine upside down and see if they make any noise. Supposively they make a scrapping noise. But I have yet to hear anything. Guy making the comment could have also gotten a bad fan so /shrug. I even have my two up top pushi ng air through a 15fpi rad. So they are pretty silent fans. And for the price and availability I thinknid take them over ap14s any day tbh.
