It's marketing as usual. Slides from AMD claim Hawaii is 5 TFlops of compute power. Nvidia Titan is getting somewhere around 1.3-1.5. 1.3 x 4 = 5.2. Mind you, its all theoretical numbers, but I can see where AMD marketing (who have zero concept of real world) got their numbers from. I also don't believe the theoretical compute power of a chip will directly correlate to FPS in games.
Could it be faster than a single Titan? Sure.
Could it even be twice as fast as a single Titan? Maybe.
Could it be 4x as fast as a Titan in games? I sincerely doubt it, even under the most ideal conditions.
The guy in the video say this is CX R9 290X running Dirt 3 in Eyefinity on 3 /4k's so maybe Roy knows more then you think.

Unless Mantle gives the R9 a huge boost and cripples the Titan yeah, hard to see this happening

Sorry, I just skimmed it and threw some numbers together quickly...just like a marketing rep would.Titan's theoretical compute power is actually a claimed 4.5 Tflops vs 5Tflops for the 290x. So the claims would not be based on those numbers.
Scaling issues would not need a single card to be 4x faster than a Titan to match Quad Titans in SLI.
The actual video and setup in the original tweet is running higher than 4k (3x30 inchers at 2560x1600 running in portrait).
I've found videos of lesser setups playing it at 4k (actual 4k) such as a GTX 780.
So the likelihood is a 290x can play it at 4k but so can a lot of other setups lower than 4xTitans. So the statement could be technically true, in this case they can both play at 4k, but doesn't really tell you the whole story.
