Amendment 138 was dropped from telecom legislation that is moving through the European Parliament. This amendment was going to protect citizens from being automatically cut off from the Internet but now that it's gone, member nations have the ability to force ISPs to cut off the access of persistent file sharers.
The proposed legislation operates under a "three strikes" system. A new state agency would first send illegal file-sharers a warning e-mail, then a letter and finally cut off their connection if they were caught a third time.
