Coil whine is the result of interplay between the video card, the PSU and maybe even the motherboard, which can also have coil whine. Make sure you have correctly identified the source of the coil whine - which can be a difficult task.

Coil whine has nothing to do with capacitors. Capacitors will only squeal when they are failing.My 8800 Ultra had terrible coil whine...I found the capacitor causing it and put hot glue all around it, stopped it completely!
