Quadro M2200 (Dell Precision 7520) Stuck on Idle...I'm stumped

More or less the tile...The card sits at its base clock and 99% usage but never changes.

I've tried 3 different driver versions (Dells latest, Nvidia DCH(?) latest, Nvidia 'normal' latest) - no difference
Tired changing power options in Nvidia Control Panel - no difference
Card isn't close to overheating
Nothing obviously wrong in BIOS

I've got nothing at this point, any ideas are appreciated.

the speeds that valley is showing look correct, according to tpu anyways. also, the current version of gpuz is 2.56, try that one or maybe hwifno to get a second opinion.

I'll run 2.56 just in case, but HWI says the same, and Valley just shows what the settings are 'supposed to be'. So if it was running normally but started to downclock due to heat or whatever, that number never changes.

As additional info, I ran 3dMark NightRaid and looked at those charts, its a mess. 29 results, with the top 20 being at or over 23k and the bottom 6 running from 17k down to 6k...mine was 12k for reference.

Oh, and I'll add that the Xeon E3-1545m V5 is running normally on benchmarks as far as I can tell.
^Just out of curiosity I ran the CPU bench against TimeSpy, 2nd out of 23 so.....???
