Uhhhh a really old cpu and mobo that you get for nothing with a mechanical drive you get for nothing? I have a test truenas with an fx8320 and spinning drive. Works fine for when I want to test a new feature or something.

Other than that....depends on what you want to do.

This all depends on your needs... Do you need 10G connections. Are you going to run other services other than storage on this server/NAS? How much space do you need? What kind of data will be stored here? Access needs.... Such a loaded question without criteria defined.

Free Laptop or old desktop pc, free internal or external mechanical drives, any x64 CPU would do, 4 gig of ram, etc...

You could load up on 20tb refurb drives from server parts for $180 each, but as above states you need to define requirements for build, like throughput or transcoding for plex maybe?

In addition to the above there are example builds out there in the $150-300 range, excluding storage. Reusing what you have is where you save the money. Unraid will run on just about anything.
