Not sure on what to put my money on. have about 1000$ budget for. MOBO+MEM+CPU
I have today Xeon 2xE5-2670 (32thrds) on Supermicro x9Dai dual CPU board c602 + 64GB (8x8GB) Samsung DDR3 1600 Ecc Reg

I need memory more than I need CPU speed. minimum 64GB, even more.
on my UNRAID I am running 3 VMs (OSX + WIN11) + Radarr + Sonarr , no games.

should I stick to some x10 or x11 XEON supermicro board? find some 2nd hand CPUs and memory or go with some GIGABYTE one CPU board ?
or something else ?

What I would do is:
128GB DDR4 2666MHz ECC UDIMM: $312.99
Asrock Rack B550D4U-2T: $304.00 (includes 10GbE LAN which is nice)
Ryzen 9 5950X: $374.99 after coupon

Total: $991.98

You can get a lesser AM4 CPU to save some money like the 5900X or 5800X if you don't need the CPU resources. Going from Sandy Bridge to Zen 3 (or even Zen 2) is a huge uplift in performance so you might not need a 16 core / 32 thread processor. Note that these CPUs don't have iGPU (the motherboard does have ASPEED BMC) so if you have have a use case for passing through an iGPU to a VM you will need a Pro APU since the normal APUs don't support ECC. Something like the Pro 5650G or Pro 5750G would work then. Also note 128GB is maxing out the RAM and you won't be able to expand it more.
