If you like video cards that are XXX, this review of the XFX R9 380X DD XXX OC is for you. Here's a quote from the full review that discusses the removable fans and fan shroud:

When you look at the XFX DNA of the R9 380X DD XXX OC, it's clear that XFX puts together an excellent product. You get constant innovation on the cooling solutions that make up the company's Double Dissipation and Ghost 3.0 cooling systems. Splitting the shroud into two removable covers that can be removed without pulling off the heat sink assembly is an interesting development. What's even more interesting is the ability to remove the fans to clean the heat sink is genius.
 
You know Kyle.....it would be totally Hard of you guys to do a review of this umm.....XXX AMD branded product.:D:D:D:D:D:D

Well if it works, why not, it's not as if you are going to stare at your GPU while gaming...
 
This card is really a head scratcher.....about 3 games it performs like 10fps higher than the 280x but the rest of the games it trails by 4 fps...makes ya wonder just how well it will do with driver improvements over time

that card will only perform better than a 280X in games where heavy tessellation is used, and that's mainly because of the newer GCN features which include tessellation performance improvements, nothing more. any improvement made for the GCN architecture itself help every other card, so any driver improvement for 380X will certainly help the 280X..
