I'm not sure how well any of this is going to work. Trolls always seem to find ways to come back. :(

Under the changes, users who receive temporary bans may have to verify an email address or a phone number to resume using Twitter. (Other users can be banned permanently.) Email addresses are relatively easy to obtain, but phone numbers are harder — and by checking phone numbers against a list of banned users, Twitter could be able to keep more abusers and harassers from creating accounts.
 
Yeah, phone numbers are so hard to get. Can't sign up for a temporary google voice number, no siree.
 
All but one phone number I've had in my life was previously in use by someone else. While I'd imagine that will be less true as time goes on since people don't need to change their number every time they move anymore, it's still not a great way to make any determination about an identity. Hell, you can't even count on area code to tell you what state someone's in anymore.
