Best tower HSF for 1150 with 140mm clearance?

I'm building a mITX hackintosh for the gf, a budding graphic designer (who also loves playing games in windows).

The case we're using is the Thermaltake V1. It's got a 140mm clearance for CPU tower coolers. The CPU will be a 80w part, overclocked to yield around 120-140w TDP.

Any recommendations? Budget is pretty important here, too. Cheaper is better
