They use computers to analyze data. Perhaps you have heard of them.
 
If these interceptors within the range of any cell tower, they will cause interference to that cell tower, if they are using the same frequency. Which will cause dropped calls, signal issues unable to make\receive calls. Also if you connect to one of these interceptors, you should not be seeing your service providers information on the phone. You can go to settings-about-network and see who are you connected to. If government doing these, they are breaching a contract. They are leasing these spectrums for billions of dollars to wireless phone companies.

If not government, then whoever doing this violating FCC codes. I work for the biggest Wireless service provider and we have advance tools to detect any interference. Not just us but all the top wireless companies should be able to detect an interference.
