According to a survey of law enforcement, government agencies and executives of U.S. businesses, the hackers are winning. This total vote of no confidence was sponsored in part by the Secret Service.

The survey was co-sponsored by San Jose-based business consulting firm PwC, the U.S. Secret Service, the CERT Division of Carnegie Mellon University's Software Engineering Institute and CSO security news magazine.
 
The 12th annual survey of cybercrime trends found that online attackers determined to break into computers, steal information and interfere with business are more technologically advanced than those trying to stop them.

Than the budget sysadmin installing and configuring stuff? Yeah probably. Probably not more so than the high end security folk. The real problem is that the good guys are stuck with the job of essentially run a reactive offense while having players on their team who will play for the other side at the drop of a hat because they can't tell they are in the middle of a competition. They also have to put their strategy out in the open ahead of time. The bad guys get to decide the timetable, location, and aren't burdened by the gullible. You can be dedicated and good, but under those conditions you will lose every time. Who has the smarter smart guys doesn't matter.
 
Hahaha. PwC is headquartered in London. Not San Jose. The specific group taking part in the survey may have been from San Jose, but they are not a San Jose based company.
