Because patent law was taken over by lawyers. It's now become a rubber stamp and litigate later type of transaction. Costing tons of money.

I looked into getting something patented ..$12k to $15k. It's become so convoluted with how much lawyeresque you must put into it, that you have to hire specialized lawyers to get a patent that will stand up to other specialized lawyers who try to troll you or your idea. It makes it very hard for the garage inventors and has become very corporate only friendly.

Oh, and then there's first to file. So a poor inventor (like Tesla was), can't create something first and then prove later he was first to get patent after the fact. He now has to come up with money to get the patent .. Without telling people that specifics, for fear they may file from underneath him. First to file, it's a trolls paradise.
