I'm not sure why they insist on going with the free to play route at all, even if it is for the lower end cards.
Maybe Nvidia has info showing most low end Gpu purchasers tend to play FTP games?
If they included an AAA game it would be a great incentive for customers to go green, that & the price advantage Nvidia currently has over AMD would be enough to sway quite a few, imo.
