You might want to read this review of the PowerColor HD 7850 SCS3 if you are looking for a passively cooled graphics card for your next HTPC / silent PC build.

Credit where it’s due, PowerColor have taken a high TDP card and put a passive cooler on it. This concept is something that we normally see other partners avoid with a barge pole as keeping a GPU core with a TDP over 100W is not easy by any means.
 
Not bad, hate the red PCB, feels to early 2000's.

Maybe throw this in a medium sized case with some high CFM fans and you're set. 92 is definitely a high temp, but it could be the lack of air coming in or out...

I wouldbt get this for a HTPC unless you have some fans pointing towards it, otherwise its going to starve.
