So, for the sake of argument, let's just say this gets passed. How in the world would you keep kids off public Wi-Fi without it turning into a pain in the ass for adults to use?

The Communications and Press Ministry has proposed banning children from using Wi-Fi networks in public, potentially making cafes, restaurants and other locations providing the service responsible for enforcing the law. Locations providing Wi-Fi access would be held legally responsible for implementing the rule, and failing to meet the proposed measure would result in a fine ranging from 20,000 rubles to 50,000 rubles ($640 to $1,600).
 
Good. I can't tell you how many times I've been sitting in a cafe, watching a 1080p cat video, with a little turd-factory sitting next to me playing some stupid game. Quit stealing all my WiFi, I've got important things to do.
 
Its got to be because most of Russia's sites are porn based, even child porn I'll bet. :(
 
The sad thing is, if they do this, the kids will probably have an easier time of getting hooked up to the public wifi than the adults. Kind of like those child proof bottles.

majority of children just use facebook and stuff for internet, i'm not sure how much of they are hogging but that might just get few kids get their heads out of their PC and look around for some fun.
 
The TOS for a lot of public Wifi hotspots (especially at airports) stipulates that the user be at least 18.

Simple, use laws that encourage self-policing among the children and that breed a culture of fear as a deterrent.

Say you get a free Xbox360 for ratting on another kid that is successfully prosecuted, and the prosecuted sub-adults will rounded up and four times a year sent to a remote island with cameras on it and random weapons strewn about with the last surviving child given a pardon and released back into society.
