I'm currently overclocking and the card goes to high 83c on stock volts, is this too high and can I afford to add some volts?

from what I have read you should be fine, personally anything above 80c and I get nervous. I havent really stressed my 7950 too much yet... I am waiting for better drivers before i do that.

wonder how hot the VRM is when the core is 83c

You are asking the wrong questions. If you are overclocking and you haven't changed your fan profile to something more aggressive than the defaults you are doing it wrong. You will also be limited if you have crappy case airflow.

You are theoretically OK up to ~90C.

I wouldn't worry about 83C too much if that is your peak. Just make sure your fan profile is up to par with your OC'ing.

Well yesterday I forgot my fans at "manual 20%" on MSI AB and started playing Witcher 2. The game started going crazy after 10mins and then crashed. My GPU temps maxxed at 82c when that happened.

Based on some thermal pictures I have seen on the internet, with a stock cooler the VRM should be 10c hotter and with XFX DD cooler around 15c hotter(that design is more effective than stock coolers so infact it makes the core run at lower temps while the VRM are at same temps).

my sapphire reachs 85C max when doing benchmarks running 1000/1500, with fan on auto and max fan speed was 50-51%

Usually playing the Max temp I ever saw here was 82 or 83 with fan on auto and max fan speed was 48-49%

Even with OC to 1200/1600 the max temperature I got was 86C with fan on auto and max speed was 52%, if I set the fan to 80% (really loud) then temperature goes to 66C

Same here. Max during gaming was about 83c, and that was the top card in my crossfire config. Bottom card is about 78c max. I boil that down to the top card nearly sitting on top of the bottom card though, doesn't make for great airflow. Here is a pic.

My fans also never go over 50%

my fans usually dont go over 50% and my card during benchmarking/gaming caps out at 70c.
gigabyte 7970 reference.

1028 core everything else stock, stock volts.

Really, i got 1187mV 1125/1510 and temps are 86C at 100% fan speed, gigabyte 7970WF OC

That seems high indeed. I have two reference MSI 7970 OC to 1125/1575, and they get 68-72c with 38-44% fan speed. dependig on the temp in the room.
