Can someone confirm that even on the newest boards and procs, that Intel HD Graphics (Sandy Bridge) doesn't support dual link DVI, and thus cannot output @ 2560x1600?

I read they can over HDMI and Displayport, but...

Yes, that seems to be true. No dual link DVI, but 2560x1600 is supported over DP on HD Graphics 2000/3000.

works fine if using DP...I have a acd27 hooked to my asrock extreme4 z68 mobo

They cannot over TDMS driven links (DVI and HDMI). DP is fine. It's been like this since at least the X4500 series from Intel.

hmmm, I read somewhere it could do it over HDMI... would test out if I had something near the pc...

I already did the testing for you :p
No, it cannot :(

Intel GMA 4500MHD (Acer 4820TG)
Intel GMA HD (m11xr2 - it uses nVidia Optimus, therefore, only the Intel IGP video outputs are utilized)
Intel GMA HD3000 (desktop i7 2600k, inside P8H67-I Deluxe board)

all cannot. DP on the IntelGMA HD/m11xr2 works at 2560x1440 (I don't have a 1600p monitor to test, admittedly, only a 2560x1440 monitor).
