Cat5e is the way to go right now. Cat5e cable can work with 10Gbase T for short distance so there is absolutely no need to get cat6 cables.

The reason to use fiber most of the time is long distances or the need for 10G speed. In your case, a good move would be to upgrade your network with a gigabit switch. It is pretty inexpensive right now and new servers and desktop comes with gigabit out of the box.

It's not at 100% all the time. It's at 100% while there is heavy write. HD light is synchronised with the cpu going at 100%. It may not be scientific and everything but still.
