And there are secure ways to confirm routes so you aren't just blindly accepting it (some ISPs institute strict prefix filters based on IRR records)

From the looks of it, it's one "big" 12V rail which is then divided at the modular connector, so if possible, try a different connector at the PSU.
Do you happen to have a power supply tester (or a multimeter)? May want to test the PSU just by itself.
