You make a good point about not buying monitors from eBay. Getting a monitor from a reputable dealer these days is already kind of a lottery as far as the backlight bleed, uniformity, and stuck/dead pixels that you might get. At least dealers such as Newegg have a good return policy.
My budget can be much higher if need be since I plan to slowly rebuild a new system. I'll most likely get a GTX 780 II now or wait for the new NVIDIA GPU's to come out in a month or two.
