You have to enable vsync. That is the only way to resolve the issue.

XBL has been having problems with various issues, including recovering gamer tags, since Christmas. I am unsure if it has been fixed yet but it doesn't sound like it has.

Have you tried completely removing all the drivers and the device from your system, rebooting, and then starting over fresh?

TF2, Portal, and HL2:Ep2 could easily be on the list as one entry as I'm assuming just about everyone buys them bundled together and they were all released brand new at the same time whereas other collections that have been mentioned focus heavily on old content.
