I have a 120 Gb Seagate and the electronic panel of it is broken but the disk is intact. If I change the panel, can I recover the datas from the hard drive?

The magic eight ball says..."signs point to yes".
Just be careful when completing the swap of the circuit board and all should go well.

Make sure to get the same revision when you try the board swap. It's important.

The electronic panel of the hdd is damaged due to the power supply failure.
Instead of 12 V the voltage was higher (I suppouse). Somebody told me, that even if the disk is intact and you get a working electronic panel from the same model of hdd, neither this way cannot get your datas back, because on the panel some informations are stored like the sectors and other datas from the disk, due to this fact the new panel will not be able to read your datas from the disk as they were recorded.
It is true?

Your MBR is stored on the disk, not on the circuitry. Although if your disk failed in a power supply failure, you're not guaranteed anything. I've swapped my circuit boards on WDD drives plenty of times. I've even tried it across various sizes too, like a 100gb to a 120gb, and it ended up working!
