Will the new Quake, Elder Scrolls and other games coming out for X360 and PC look the same, or will the console versions be "dumbed down" as in the past?

Well, it's hard to say for games further in the future, but games like Elder Scrolls will look the same on the PC as on the 360.

I can't predict for future games, but I honestly think that the PC versions will look exactly the same. These game developers know where the money is at, and will gradually start making games for consoles first, and then porting(or paying a company to port) them over to the PC straight with few, if any changes.
