This has me puzzled. Someone had this at work today. They were getting a new machine, and he said "Before we do the upgrade, can you look at this..."
He fired up Windows Explorer and right clicked on some folders, and no context menu appeared. It was registering the clicks though (highlight C:\WINDOWS and then right click Program Files and the highlight would flicker on to Program Files then back to Windows).
This is the weird bit though: we fired up Device Manager, and that worked okay.
It worked fine for me in Windows Explorer when I logged on as myself. And the problem was there again for him after we swapped his machine out (I was fine).
Anyone come across this before? Guessing it's a registry issue (duh!). Blowing away his profile is not an option.
