I'm trying to google for an answer, but no luck as of yet. Here is the ss of the error. thanks for any help.

when opening microsoft management console, i got a 'snap-in' error for 'O&O Defrag'.

So when i tried to run O&O Defrag, I got "No connection could be made because the target machine actively refused it.

i think there could be something wrong with your management console. right click on the 'my computer' icon and select manage. does that work?

nope. thats how i usually open device manager.

i'd search MS KB articles on how to reinstall or repair the management console.
also, can run start up a blank management console? (ie: run mmc.exe)

Seems obvious, but have you tried uninstalling O&O Defrag?

i uninstalled o&o, but it still doesnt work. but atleast o&o works now that i reinstalled it.

Go to Start/Run/Msconfig/Expand File

you see where it says clsid "code" thats a regedit key. it looks like you reg has been corrupted

I've run into a similar problem. Device manager will actually work for me except from the Hardware tab in Control Panel/System. In Computer Managment, it runs fine. However I get a similar error for Performance and Alerts when I open that.
I've seen a couple of suggestions that the new version of JV16 Powertools has a bug that causes this. (I've recently installed and uninstalled the demo) I've been unable to find any follow up information.

yeah no luck. but for me it too works from computer management.

Have you been using any registry cleaners lately? Try going to start > run >regsvr32 devmgr.dll
