Sycing local folders to imap server

I am setting up a new imap server and need to move 30 or 40 folders from the local machine to the server. Everything I have read online says that I must first create the folder then I can move the contents. I would rather not have to create 40 folders before moving all the data. Is there an easier or more automated way to do this in Outlook Express?
