also, is there any cheap alternative to an LCD from like earthLCD or whatever? preferrably $100 or less...
Thanks!

How would you do what? That picture doesn't do anything to clarify your question, really. You want to know how to create UV lighting effects? Flourescent gel pens work wonders. Do a simple search and you should be able to find info on it.

no, i don't think its UV lighting effects, cuz its blue and the white stands out...or maybe i'm wrong...sorry for not clarifying...the circuit-board-looking design, what would i need/use to get something that looks like that?

it looks like a piece of plexi with the circuit board design etched in and lighted with some led's, or it could be a uv reactive piece of plexi with some extra uv paint in the etch to make it stand out

I agree. It looks a little too perfect for hand-done work. It may have been laser etched.

thanks guys!

That would take some mad etching skills.
At first I thought that was a motherboard/circuit board with the lines traced out in uv, but that looks like a piece of acrylic instead. The lines could be etched or just traced with some white uv paint and drawn on there. There is a lot of potential for that design.

Almost positive they are etched. I know http://www.koolpcmods.com/ does it but seems like their site is down currently.
