lets say i wanna change the language of my XP from english to...i dunno, spanish
is there a way to do this? Not add a language so i can see websites in spanish, but change my XP to spanish.

You need to have a MUI enabled version of Windows for that to work. And yes, with a MUI enabled O/S you can switch the UI language on the fly with a reboot.

But what about with language incompatibilities.. ie: i cant install english sp2 on a spanish install...
Does this mean that their is not that much of a programing difference between the two windows language versions... I dont get this...?

I don't understand the question? The code is the same between languages, but the resources are different, which is why you need a localized service pack. MUI is a specialized sku that has the resources for all the languages you installed, and on the fly swaps them with the resources you need.

The MUI simply replaces all default text (File, Start, Control Panel, etc.) with the foreign language you are switching to. You are - for example - still running the English version of XP, even with the Japanese MUI installed, so you can install the English version of the SP2 (and I'd imagine the Japanese version would error out).

It would error out because the MUI didnt recognize or have the translation for the new resources in english sp2 (firewall, security center, etc...)
But i cant apply sp2 in spanish because the install disk is based in english???

English SP2 contains all the mui file updates.
