Ok, when I try alt+ctrl+del or try to edit the registry it says that it has been restricted by the computers administrator. Ordinarily this would not be a problem, I would just have teh admin do it. But the thing is, I AM the administrator, hence my dilema. Can anyone help?

More info is probably needed. What have you changed prior to this behavior?

maybe check the group policy editor? gpedit.msc
maybe even double check that the account is administrative

Do you have any type of security software blocking it? Or your could of been hacked....

I have not made any modifications, it just stopped working one day, for all the accounts. A friend of mine told me to go through the actual admin account in safe mode and try it, but to avail.
I went into the group policy editor, but I could not find anything, do you happen to know what listing it would be under?

run gpedit.msc and go to User Configuration > Administrative Templates > System
There's an option to prevent access to registry editing tools amongst other things. If a GPO is what is preventing access to regedit, then this should fix it.
