Is there a way to tell in W2K or XP if a user has Admin rights?

Yeah, you can go into the management console and see what group each user is in. If you can't get to the Management Console, then the user doesn't have admin rights.

I dont have admin rights and I can get to management console and see user/groups but when I click on disk management - Then I get an error

You already answered your original question then. Since you can get to the MMC, you can see the users/groups.
On to the second problem, what's the error?

The easiest method (IMO) is to right-click on the start button. If you see "Explore All Users", you're an Admin.

Check and see of you can change the time within Windows. I think only an admin can do this.

as an alternate method...
the use of the NET command should display that info:
net user - displays local users
net user <a username> - displays specific info about the user
net localgroup - displays groups
net localgroup <a groupname> - displays local group members
