Can anyone give me info on it?

My install monitor said that a program installed it.

It's a normal system DLL used by OLE (Object Link and Embedding). The MSDN documentation states: "The Urlmon library component is a Multipurpose Internet Mail extensions (MIME) handler and Component Object Model (COM) application for the Wininet library."
