single fifo, dual fifo...wtf? New CDRW/DVD won't read discs!!!

I got a brand new liteon CDRW/DVDROM combo drive. It won't read discs in this 1 machine I am repairing.

The drive works fine in another machine, so it's not the drive.

I look in control panel, and see single fifo, where normally I'd see dual fifo. I see nowhere to change it, and I'm not so sure that's even the problem.

So, any help here guys?

System specs:

Asus A7N266-VM
AMD Athlon XP
buncha RAM
Maxtor HD as PM
zip was PS (disconnected now just in case)
Creative Labs 52X CDROM as SM
Liteon drive above as SS
WinME (I know I know, but it's not my machine)

Also, I changed the jumpers around all different ways, changed the controllers around, and even updated the BIOS. No go so far.

PLEASE HELP!!!

Some more info:

No other CDROM works in the system, other than the Creative drive.
I tried swapping cables, even trying an ATA100 cable.
I even screwed around with the bus mastering stuff, with the only outcome being now I have no CDROMs detected at all. System restore cant even bring em back.

Now I am reinstalling Windows ME. Lets see what happens.
