Question on "temp" folder...

In this folder: C:\Documents and Settings\******\Local Settings\Temp, is 550mb(just for me, let alone my wifes account) of potential crap that I would like to delete. Can I?
(NOTE: I'm familiar with the answer to this for win98-delete-delete-delete, but am unsure if the same applys to win XP):confused:

Kill all the processes you can then delete whatever you can in there.

If it is in use then some other process must be using the file.

Any decent program won't put working data in there (installation setups not included)
