My cable is capped and 128kbits/sec up (16KB/sec) so when i download stuff from irc it uploads over 25KB/sec of overhead and that hits the router and completely kills the internet. Is their any free software that can easily and temporarily limit the upstream on my computer?

Get a program called DU Meter. It is a program that monitors your network's traffic and keeps track of it all. You can also control the speeds as well.

Great little program.

dont know of any freeware
but Port Explorer (http://www.diamondcs.com.au/portexplorer/) can do that (and alot more)

Finds ALL open and active TCP and UDP ports on your system.

Packet Sniffing allows you to see what data applications are sending over the internet.

Country Detection shows what countries all the IP's on your system are from.

Bandwidth throttling allows you to restrict how much data a program or socket can receive or send.

Trojan Detection built in allowing you to quickly see any possible trojans.

Block or close open ports and processes on your system.

Six BONUS network utilities, including improved Ping, Resolve and Whois clients.

Low CPU, MEMORY and RESOURCE usage.
